Raymond Gradus
Raymond Gradus (1962) has been an associate partner at Amsterdam Bureau for Economics (EBA) since September 1st, 2024. Gradus has an extensive career in both academia and the public sector. Since 2004, he has been a professor of governance and economics of the public and non-profit sectors at Vrije Universiteit Amsterdam. He is also affiliated with the department of accounting and the Zijlstra Center for Public Control, Leadership, and Governance. His research focuses on public finances of local governments, social security, environmental economics, and competition economics. He has published more than 500 scientific and opinion articles.
Gradus studied General and Business Econometrics at the Catholic University of Brabant. In 1990, he earned his Ph.D. in economics. At the beginning of his career (1984-1992), he worked as a scientific researcher and assistant professor at that university. Subsequently (1992-2007), he held various (leadership) positions at the Ministries of Social Affairs and Employment, including Director of Financial Economic Affairs (FEZ), Economic Affairs, and Finance, which he combined with the role of (part-time) associate professor of financial-economic policy (1996-2004) at Erasmus University Rotterdam. In the following years (2008-2015), he served as Director of the Scientific Institute (WI) for the CDA.
From 2017 to 2023, he was Chairman of the Boards of financial supervision (Cft). Furthermore, between 2015 and 2023, he was a member of the Supervisory Board of The Hague University of Applied Sciences (HHS) (also a member/chairman of the audit committee). From 2011 to 2017, he was a member of the Supervisory Board of Dianet (a categorical hospital in Utrecht) (Chairman from 2015).
