On November 18, Mathieu Houpier, an analyst at the Amsterdam Economic Bureau, presented the results of his research on Public-Private Partnerships (PPPs) in the Caribbean region during a knowledge lunch at the Ministry of the Interior and Kingdom Relations. PPPs can serve as an important instrument to address the infrastructure gaps of Caribbean islands, as well as to overcome their limited access to capital and expertise.
Key findings and recommendations: strengthen PPP governance through mandatory cost-benefit analyses, transparent procurement procedures, and the establishment of monitoring and oversight mechanisms for PPPs. Shift public accounting from cash accounting to accrual accounting so that the financial implications and risks of PPPs become more transparent. Determine the minimum level of essential infrastructure and develop a strategy for public investment in, and structural financing of, that infrastructure.
