Raymond Gradus (1962) joined Economic Bureau Amsterdam (EBA) as an associate partner on September 1, 2024. Gradus has a long track record in both academics and the public sector. Since 2004 he has been a professor of governance and economics of the public and non-profit sector at the Vrije Universiteit Amsterdam. He is also affiliated with the accounting department and the Zijlstra Center for Public Control, Leadership and Governance. His research concerns public finance of local governments, social security, environmental and competition issues. He has published more than 500 scientific and opinion articles.
Gradus studied General and Business Economics at the Catholic University of Brabant. In 1990 he received his doctorate in economic sciences. At the beginning of his career (1984-1992) he worked as a scientific researcher and university lecturer at the same university. This was followed (1992-2007) by various (managerial) positions at the Ministries of Social Affairs and Employment including as Director of Financial Economic Affairs (FEZ), of Economic Affairs and of Finance, which he managed to combine with the position of (part-time) associate professor of financial-economic policy (1996-2004) at Erasmus University Rotterdam. In the following years (2008-2015) he was director of the Scientific Institute (WI) for the CDA.
He served as chairman of the Colleges of Financial Supervision (Cft) between 2017 and 2023. Furthermore, between 2015-2023, he was a member of the Supervisory Board of the Haagse Hogeschool (HHS) (also member/chair of the Audit Committee). From 2011-2017 he was a member of the Supervisory Board of Dianet (categorical hospital in Utrecht) (from 2015 chairman).
