Public-Private Partnerships in the Caribbean region

On the 19th of November, Mathieu Houpier, analyst at Economic Bureau Amsterdam, presented the results of his research into Public-Private-Partnerships in the Caribbean region during a knowledge lunch at the Ministry of Internal Affairs and Kingdom Relations.

PPP’s can potentially be an important instrument to fix infrastructure gaps on the Caribbean islands. PPP’s can also help overcoming the limited access to capital and knowledge.

The main findings and recommendations in the report are:

  • Strengthen the governance regarding PPP’s by introducing mandatory cost-benefit analyses, transparant procurement procedures, and introducing monitoring and oversight on PPP’s.
  • Verander de boekhouding van cash accounting naar accrual accounting zodat de financiële gevolgen en de risico’s van PPS’s beter in beeld worden gebracht.
  • Assess the current level of infrastructure and develop a strategy for public investments and structural financing.
